                <title>Pistoia, l&#8217;Amministrazione contesta a Plures Alia vari disservizi riscontrati sul territorio</title>

                <description><![CDATA[<p>PISTOIA &#8211; <strong>L&#8217;Amministrazione comunale di Pistoia ha formalizzato un intervento ufficiale nei confronti dell&#8217;Autorità d&#8217;Ambito (ATO Toscana Centro) per richiedere l&#8217;avvio formale della procedura di verifica delle inadempienze contrattuali a carico del gestore Plures Alia</strong>, valutando la conseguente applicazione delle penali stabilite nel contratto di concessione. Il provvedimento, che porta le firme del <strong>Sindaco Giovanni Capecchi</strong>, <strong>dell&#8217;assessore ad ambiente e partecipate Mattia Nesti e dell&#8217;ingegnere dirigente del servizio Fabio Caggiula</strong>, raccoglie e riassume in un unico atto le numerose e dettagliate contestazioni presentate dalle cittadine e dai cittadini, e riscontrate direttamente dagli uffici comunali nel corso degli ultimi mesi &#8211; <a href="https://corrierepistoiese.it/montagna-pistoiese/politica/incontro-tra-il-sindaco-capecchi-e-gli-abitanti-di-castello-di-cireglio/">ne avevamo scritto qualche giorno fa in merito all&#8217;incontro del Sindaco con i cittadini di Castel di Cireglio</a>, n.d.r.</p>
<p dir="ltr">L&#8217;analisi puntuale delle segnalazioni mette in luce una serie di disfunzioni strutturali che impattano quotidianamente sulla vivibilità e sul decoro del territorio comunale. In primo luogo,<strong> la continuità della raccolta rifiuti tramite il sistema &#8220;Porta a Porta&#8221; risulta gravemente compromessa da mancati ritiri sistematici e reiterati in molte frazioni</strong>. Tale inefficienza, ampiamente documentata dalle utenze, persiste anche a seguito di formali segnalazioni e solleciti, dimostrando un&#8217;incapacità di risoluzione tempestiva ed efficace da parte del gestore. Particolarmente allarmante è la prassi, segnalata da diversi residenti, secondo cui gli operatori ecologici, nel tentativo di recuperare i passaggi saltati nei giorni precedenti, effettuerebbero il ritiro simultaneo di materiali differenti di rifiuto con il medesimo automezzo. Questo modus operandi genera legittime perplessità tra le famiglie e vanifica il costante sforzo civico profuso dalla cittadinanza nel conferimento differenziato dei materiali.</p>
<p dir="ltr">Ugualmente complessa e problematica appare la gestione dello <strong>smaltimento del verde privato</strong>, <strong>che registra pesanti ritardi nel ritiro su prenotazione di sfalci e potature</strong>. Le utenze segnalano <strong>lunghi tempi di attesa</strong>, <strong>che oscillano tra i 15 e i 20 giorni</strong>, unitamente a forti ostacoli nell&#8217;accesso ai servizi di prenotazione tramite il call-center aziendale. A ciò si aggiunge una grave anomalia procedurale: alle utenze situate nelle zone a raccolta &#8220;Porta a Porta&#8221; integrale che contattano Plures per sollecitare i ritardi, viene frequentemente consigliato dagli stessi operatori di esporre i contenitori degli sfalci in concomitanza con i giorni previsti per la raccolta dell&#8217;organico. Si tratta di un&#8217;indicazione non soltanto priva di qualsiasi idoneità e sostenibilità tecnica, ma anche in aperto contrasto con le linee guida e le disposizioni pubblicate sui canali ufficiali del gestore, che prevedono esclusivamente il ritiro dedicato previa prenotazione via app o telefono.</p>
<p dir="ltr"><strong>Un ulteriore profilo di criticità riguarda la rimozione e lo smaltimento delle carcasse animali</strong>, <strong>servizio che si attesta su livelli del tutto inadeguati sia per l&#8217;eccessiva dilatazione delle tempistiche d&#8217;intervento</strong>,<strong> sia per la totale mancanza di trasparenza sullo stato di avanzamento delle pratiche</strong>. Questa carenza operativa determina l&#8217;insorgere di precarie condizioni igienico-sanitarie sul territorio, uno scenario che diventa ancora più grave e frequentemente irrisolto quando la presenza di salme animali interessa i corpi idrici e i corsi d&#8217;acqua comunali.</p>
<p dir="ltr">A fronte di queste disfunzioni sul campo, <strong>il servizio di assistenza e supporto al cliente fornito dal call-center di Plures si rivela carente e spesso fuorviante</strong>. Gli operatori telefonici forniscono indicazioni incomplete o inesatte ai cittadini che richiedono spiegazioni o avanzano reclami, arrivando in più occasioni a scaricare l&#8217;onere dell&#8217;assistenza suggerendo impropriamente all&#8217;utenza di rivolgersi direttamente agli uffici del Comune.</p>
<p dir="ltr"><strong>Infine</strong>, <strong>l&#8217;Amministrazione evidenzia rilevanti problemi tecnici e operativi legati alle piattaforme informatiche di segnalazione utilizzate sia dal pubblico sia dall&#8217;Ente</strong>. Viene registrata la frequente e ingiustificata chiusura delle segnalazioni con la dicitura &#8220;intervento completato&#8221;, anche a fronte di disservizi del tutto irrisolti o corredati da documentazione fotografica completamente estranea all&#8217;oggetto della segnalazione.</p>
<p dir="ltr">Per tutte queste ragioni, <strong>l&#8217;Amministrazione comunale ha ritenuto fondamentale e non più rinviabile sollecitare l&#8217;intervento dell&#8217;ATO Toscana Centro per la verifica formale di ogni singola inadempienza</strong>, nell&#8217;esclusivo interesse della tutela della salute pubblica, del rispetto dei diritti dei contribuenti e della salvaguardia del decoro urbano di tutto il territorio del comune di Pistoia.</p>

<p>This was the core message at the CIGRE 2026 Paris Session, where more than 15,000 experts from 100 countries gathered along with 330 exhibitors.  </p>
<p>A €600bn–a–year grid imperative </p>
<p>PARIS, Sept. 2, 2026 /PRNewswire/ &#8212; Electrification of transport, industry and buildings, the integration of renewables and the surge in data–center demand are pushing power systems to their limits. To keep pace, the IEA estimates that annual electricity grid investment must increase by around 50%, from about USD 400 billion today to roughly USD 600 billion per year by 2030. </p>

<p>Yet delivery times remain a major bottleneck. In China, an extra–high–voltage line can be permitted and built in about 1.5 years; in India, around three years. In Europe and the United States, similar projects often take eight to ten years or more (Source IEA). </p>
<p>One Grid for the energy transition </p>
<p>The energy transition will succeed only if the grid of tomorrow is developed, operated, and governed as one integrated system. </p>
<p>This &#8220;One Grid&#8221; approach requires all stakeholders to work together from the earliest stages of infrastructure planning and delivery: </p>
<p>&#8220;No plan B, no planet B,&#8221; said Konstantin O. Papailiou, President of CIGRE, calling for collective action to build the power systems of the future.  </p>
<p>No electrification without skills </p>
<p>Infrastructure and capital are not enough. The sector also faces a widening skills gap, with strong competition for engineers, technicians and digital specialists. Attracting and training qualified people is now critical for delivering electrification on time. </p>
<p>Around eight million people are employed worldwide in constructing, maintaining and operating power grids, but the IEA estimates that the sector will need an additional 1.5 million workers by 2030. </p>
<p>CIGRE is addressing this through its technical working groups and the CIGRE Fund for Innovation and Education, which supports research, scholarships and training worldwide. </p>

<p>Invited to the FIERE (Filière Industrielle des Entreprises des Réseaux Électriques) event, Mr. Martin, the French Minister of Industry, visited the CIGRE exhibition. The Minister highlighted the importance of cooperation in delivering the current electrification wave and recalled that the first CIGRE conference was held in Paris in 1921. </p>

Early treatment of paroxysmal and persistent atrial fibrillation can reduce the risk of blood clots, stroke and heart failure—and may prevent the disease from becoming permanent. </p>

                <title>CGTN: How the SCO opens up opportunities for regional development as it turns 25</title>

<p>BEIJING, Sept. 2, 2026 /PRNewswire/ &#8212; Deep in Uzbekistan&#8217;s Jizzakh Region, a vast solar farm is transforming the landscape of the Gobi Desert. Tens of thousands of photovoltaic panels stretch across the barren land, capturing sunlight to generate clean energy. </p>
<p>In March, Phase I of the power plant project, built and operated by a Chinese company, began commercial operations. Once fully completed, the project is expected to generate 1.1 billion kilowatt-hours of clean electricity annually, enough to meet the needs of around 400,000 residents. </p>
<p>The solar plant is one of the latest examples of China-SCO cooperation translating into tangible development outcomes. Over the past 25 years, the Shanghai Cooperation Organization (SCO) has expanded from a regional security mechanism into a broad platform for cooperation, with development becoming an increasingly important focus. </p>
<p>Prioritizing development to boost shared prosperity </p>
<p>On Tuesday, Chinese President Xi Jinping attended the 26th Meeting of the Council of Heads of State of the SCO Member States, which coincided with the 25th anniversary of the organization&#8217;s founding. </p>
<p>During his speech, Xi put forward four proposals for advancing the SCO&#8217;s future development. One key proposal he emphasized was to prioritize development and work toward shared prosperity among SCO member states. </p>
<p>He also highlighted the Shanghai Spirit, featuring mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and pursuit of common development, saying the Shanghai Spirit is the organization&#8217;s most valuable spiritual asset. </p>
<p>Over the past 25 years, guided by the Shanghai Spirit, the SCO has seen growing trade, deeper investment ties and stronger regional connectivity, creating new opportunities for economic development across the region. </p>
<p>The China-Kyrgyzstan-Uzbekistan railway, for instance, shows how infrastructure cooperation is driving regional development. In December 2024, its construction officially began. Once completed, the route will become a major transport corridor linking China with Central Asia and the wider Eurasian continent, greatly improving trade efficiency and creating broader economic opportunities. </p>
<p>Various cooperation platforms are also facilitating closer economic exchanges among SCO states. Last month, a local economic and trade cooperation conference was held in Bishkek, bringing together more than 100 companies. The event resulted in 193 cooperation agreements and trade deals worth around 1.74 billion yuan ($259 million). Meanwhile, the China-SCO Digital Economy Cooperation Platform, launched in Tianjin one year ago, has already facilitated 29 cross-border cooperation projects covering areas such as computing infrastructure, digital trade and commercial aerospace. </p>
<p>Over the past 25 years, the SCO has evolved into a major regional cooperation platform. Its economic cooperation is shifting from individual projects to stronger institutional frameworks and from bilateral efforts to multilateral coordination, paving the way for more integrated, high-quality and sustainable development across the region. </p>
<p>China: A strong promoter of SCO cooperation </p>
<p>At Tuesday&#8217;s summit, Xi said China views the SCO as a priority area for high-quality Belt and Road cooperation and for implementing the Global Development Initiative. </p>
<p>He announced that China would continue hosting events such as the SCO Digital Economy Forum and the SCO Agricultural Expo and will develop an international AI application cooperation center with SCO countries, implement 100 technological cooperation projects with other SCO countries in the next three years and nurture more green industry talents through China-SCO cooperation. </p>
<p>As a founding member of the SCO, China has been a key driver of practical cooperation within the organization. </p>
<p>Shortly after the SCO was founded, China proposed advancing trade and investment facilitation among member states. In 2003, the SCO adopted a multilateral economic cooperation program featuring a three-stage roadmap: promoting trade and investment facilitation in the short term, building stable and transparent rules in the medium term and gradually enabling freer flows of goods, capital, services and technology in the long term. </p>
<p>China has also provided financial support for regional cooperation projects. As of July 2025, China&#8217;s accumulated investment in other SCO member states had exceeded $84 billion, making it the largest source of investment and financing for Tajikistan, Kyrgyzstan, Uzbekistan and Pakistan. </p>
<p>At last year&#8217;s Tianjin Summit, China proposed establishing cooperation platforms in energy, green industries and the digital economy, along with centers for scientific innovation, higher education and vocational education. All six initiatives have since been launched, generating more than 160 cooperation projects covering clean energy, digital applications and joint talent development. </p>
<p>Egor Prokhin, a researcher at Russia&#8217;s Higher School of Economics, said China has played a central role in the SCO&#8217;s development. </p>
<p>&#8220;The Belt and Road Initiative has helped improve transportation and trade connectivity among Eurasian countries, while the Global Development Initiative has contributed to economic growth and improved livelihoods,&#8221; he said, adding these initiatives closely align with the development priorities of SCO members, creating opportunities for businesses and bringing tangible benefits to people across the region. </p>

Traveling more than 15,000 km through the stratosphere in 13 days, upon arrival over Japan, ST1 demonstrated mobile broadband connectivity to unmodified devices through SoftBank Corp.&#8217;s core network and HAPS-based edge computing and communication with drones to support the development of a 3D communications network. </p>

(TOKYO:9434, &#8220;SoftBank&#8221;), a leading operator of telecommunications and IT businesses in Japan and globally, ST1 marks Sceye&#8217;s first flight to Asia and a groundbreaking milestone towards the commercial deployment of HAPS as stratospheric infrastructure. </p>

<p>The stratosphere offers the optimal vantage point: It is close enough to Earth for high-capacity connectivity and observation, yet the altitude is high enough for wide-area reach. Importantly, the stratosphere offers space-like conditions without the cost of being in space and the disadvantages of being in orbit. Sceye&#8217;s HAPS maintain altitude and their area of operation in the stratosphere through consecutive day and night cycles, operating like geostationary satellites, only 1,800 times closer to Earth and at a fraction of the cost. </p>
<p>In 2025, SoftBank Corp. invested in Sceye&#8217;s HAPS-based stratospheric infrastructure as a scalable solution to complement terrestrial towers and satellite constellations. The strategic partnership advances a shared vision for HAPS and Non-Terrestrial Networks (NTN) as transformative infrastructure that can expand connectivity, support communications during disasters, and enable future applications across AI, IoT, aerial communications, edge computing, and 6G. </p>
<p>ST1 carried SceyeCELL, a first-of-its-kind &#8220;cell tower in the sky&#8221; designed to deliver wide-area mobile broadband directly to standard devices from the stratosphere. When deployed at full scale, one Sceye HAPS is designed to cover the equivalent area of approximately 500 terrestrial towers. During the ST1 mission, Sceye and SoftBank demonstrated mobile broadband from the stratosphere, including text messaging, voice calls, internet access, and video streaming. Testing also included emergency calls, using an emergency alert messaging system designed for large-scale disasters, and communications with drones. </p>

<p>“Come ha detto il direttore Sartori il lavoro è la forza motrice che mi porta avanti ogni giorno, quindi posso dire che è questo ciò che posso portare alla causa – le prime parole di Schina –<strong> Poi voglio mettere la mia energia, la mia positività verso i compagni di squadra e dello staff.</strong> Sicuramente la presenza di coach Ciani ha inciso tanto nella mia scelta di venire a Pistoia: conosco il suo metodo di lavoro e quindi ciò che mi aspetta lungo l’arco della preparazione e della stagione. Sapendo che la struttura di lavoro sarebbe stata affidabile, la mia decisione è stata fin troppo facile.<strong> I miei ricordi della finale play-off? Ne ho parlato spesso con Saccaggi, prendendomi anche la mia buona dose di sfottò.</strong> Ma soprattutto mi è rimasta l’opportunità di calcare questo parquet e sentire direttamente il calore del pubblico pistoiese, che so essere rimasto al fianco della squadra anche in momenti decisamente più difficili”.</p>
<p><strong>Per concludere il numero 8 biancorosso ha parlato delle proprie aspettative in vista della nuova stagione e del processo di costruzione della squadra dopo poche settimane dall’inizio del raduno.</strong></p>
<p>“Credo che abbiamo l’opportunità e la possibilità di competere con tutte le altre squadre del campionato: la nostra capacità di essere costanti lungo l’arco della stagione ci dirà quante possibilità abbiamo nel raggiungere certi obiettivi. Essendo poi solo in pre-season penso che abbiamo ancora molti margini di miglioramento. <strong>Pistoia è una piazza con grande tradizione: dovremo essere bravi noi a coinvolgere i tifosi ad ogni partita. Le prime due amichevoli? Penso che contro la Fortitudo abbiamo tirato fuori un’ottima prestazione di squadra, mentre con Montecatini abbiamo fatto qualche passo indietro</strong>. Dal punto di vista dell’ambientamento e dell’affiatamento, tutto procede molto bene: vedo disponibilità da parte di tutti nel fare quello step in più ad ogni allenamento e partita. <strong>Che tipo di squadra mi aspetto? Una squadra che farà della fisicità una caratteristica fondamentale,</strong> applicandola con efficacia sia alla fase offensiva che difensiva, e dove ognuno darà sempre il suo contributo per aiutare il compagno”.</p>
