New report from Tata Communications and Bloomberg Media Studios reveals that enterprises aren’t struggling to adopt AI — they are struggling to scale it due to foundational tech debt. 

MUMBAI, India, June 8, 2026 /PRNewswire/ –AI has become a universal corporate mandate, but a new global study from Tata Communications and Bloomberg Media Studios reveals a sharper question taking shape inside enterprises: AI investment is no longer in doubt, but the systems beneath it may not be built to carry it, at scale. 

According to Building Durable AI Advantage, a report sponsored by Tata Communications and produced in partnership with Bloomberg Media Studios, three in four enterprise leaders (77%) now treat AI as a board-level priority. Yet 65% are still operating on legacy or developing infrastructure not designed for the data intensity and integration demands of enterprise AI. Just 29% say their infrastructure can scale with evolving business demands — a critical gap, given that AI workloads do not rise in a smooth line. They surge, shift across environments and place pressure on the weakest parts of the system. 

The study, which surveyed 501 senior executives across North America, Europe and Asia at enterprises with revenues above $500 million, identifies five reinforcing systems — or ‘loops’ — that determine whether AI investment compounds in value or plateaus over time. The loops span Foundation (infrastructure modernisation), Integration (interoperability across systems), Skills (capability distribution), Governance (decision velocity) and ROI (visibility of value). Enterprises can generate isolated gains even when a single loop is under strain. Lasting performance, however, depends on alignment across all five: when the loops reinforce one another, progress accelerates and advantages compound; when any one stalls, constraints spread and momentum weakens.

FIRENZE – “Pur in un assetto che si va ancora conformando, il ruolo della Regione è sentito sempre di più tra i cittadini”. Lo ha detto il presidente Eugenio Giani ieri mattina (7 giugno) durante l’evento con cui la Regione Toscana ha celebrato nella sua sede in Palazzo Strozzi Sacrati a Firenze il 56esimo anniversario del primo voto che il 7 e 8 giugno 1970 elesse i Consigli regionali della Toscana e delle altre 14 neoistituite Regioni a Statuto ordinario.

Due gli esempi citati da Giani in merito alla rilevanza delle Regioni nell’articolazione dei poteri istituzionali: la sanità e la gestione dei fondi europei. “Senza le Regioni, oggi non avremmo Nidi Gratis e Libri Gratis, non avremo opere come la tramvia”, ha sottolineato riferendosi in particolare alle risorse comunitarie, su cui è tornato a rivendicare, come punto di un dibattito che si intensificherà nei prossimi mesi, il ruolo delle Regioni anche per la futura programmazione 2028-2034, di fronte ai tentativi di “un accentramento della gestione da parte dello Stato e una riduzione della loro entità”.

L’edizione delle celebrazioni toscane del voto del 1970 è stata dedicata alla figura di uno dei padri della Repubblica e tra i massimi artefici del regionalismo in Costituzione come Piero Calamandrei, di cui ricorrono i 70 anni della scomparsa. “La sua idea equilibrata di Repubblica regionalista che riuscì a far affermare nella Costituzione è stata la scelta giusta”, ha rilevato il presidente Giani, precisando che il ricordo di Calamandrei si riconnette direttamente agli 80 anni della Repubblica e del primo voto delle donne.

A caratterizzare la giornata, conclusasi con il concerto delle fanfara dei carabinieri in Piazza Duomo, le lectio magistralis di Valdo Spini, presidente della Fondazione Circolo Rosselli, e Paolo Caretti, professore emerito di diritto costituzionale al Dipartimento di scienze giuridiche dell’Università degli studi di Firenze.

Entrambi hanno ricordato il percorso non facile che portò alla nascita delle Regioni a distanza di ben 22 anni dall’entrata in vigore della Carta e che quel percorso non può considerarsi ancora del tutto concluso. Spini ha evidenziato l’altissima affluenza che caratterizzò, il 95,8, il voto del giugno 70, “segno del grande consenso che le neonata istituzione registrava nel corpo elettorale”. Caretti ha auspicato che l’impegno delle Regioni continui perché “la trasformazione dello Stato in Stato regionale, come previsto dall’articolo 5 della Costituzione, diventi effettiva”.
