In tale contesto, anche avvalendosi del supporto delle unità cinofile del Corpo, appartenenti al Gruppo di Pisa e al Nucleo Operativo Metropolitano di Firenze, particolare attenzione è stata attribuita al contrasto al traffico e allo spaccio di sostanze stupefacenti e psicotrope, fenomeno di grave allarme sociale e caratterizzato da significative ripercussioni in termini di sicurezza percepita.

Più in particolare, in più interventi, dal gennaio scorso, sono stati sottoposte a controllo 196 persone e 98 autoveicoli, con contestuale sequestro di circa 300 grammi di sostanze stupefacenti, il deferimento all’autorità giudiziaria di 3 persone e la segnalazione, alle competenti prefetture, di 62 soggetti, quali utilizzatori di sostanze stupefacenti.

L’ultimo di tali interventi, frutto di serrate attività di osservazione e pedinamento, è stato effettuato nel territorio del Comune di Agliana ed ha permesso di individuare un soggetto di origine nord africana, dichiaratosi senza fissa dimora, con il contestuale rinvenimento, abilmente occultati all’interno dell’aria condizionata dell’autovettura al medesimo in uso, di 18 involucri di vari colori contenenti cocaina, per un peso complessivo pari ad oltre 20 grammi, già pronti per la vendita al dettaglio.

Evidentemente, la droga rinvenuta era la differenza di un quantitativo più significativo, avendo altresì rinvenuto e sottoposto a sequestro anche oltre 2700 euro, in banconote di vario taglio, ritenuti provento dell’attività di spaccio di droga.

Il soggetto straniero, che dapprima tentava di confondere i finanzieri asserendo di non comprendere la lingua italiana per poi confermare di essere sul territorio nazionale da diverso tempo, alla luce di quanto rinvenuto, su conforme indicazione dell’autorità giudiziaria di Pistoia, è stato quindi tratto in arresto e condotto al carcere Santa Caterina di Pistoia, a disposizione della medesima Autorità Giudiziaria procedente.

I tesserini cartacei possono essere ritirati direttamente dal cacciatore oppure da una persona delegata munita di apposita delega, presentando il porto d’armi per uso caccia, il tesserino “giallo” allegato al porto d’armi e la ricevuta dei versamenti effettuati per le tasse governative e regionali e per la quota di iscrizione all’ATC.

Dal 1° aprile 2026, in conformità con la normativa nazionale, per i pagamenti relativi all’attività venatoria in Toscana, compresa l’area di Pistoia, i bollettini postali sono stati dismessi. I versamenti possono essere effettuati tramite la piattaforma digitale regionale IRIS (PagoPA), bonifico bancario oppure con l’App IO. Resta invariata, invece, la modalità di pagamento della tassa di concessione governativa, pari a 173,16 euro, da effettuare tramite bollettino postale sul conto corrente n. 8003 intestato all’Agenzia delle Entrate.

PISA – Forte scossa di terremoto nella mattinata di oggi (4 agosto), avvertita distintamente dalla popolazione in tutta la Toscana settentrionale e lungo la fascia costiera, estendendosi fino alle province di Livorno, Lucca e Massa Carrara.

La terra ha tremato esattamente alle 10,15. Secondo le rilevazioni dell’Istituto Nazionale di Geofisica e Vulcanologia, il sisma ha fatto registrare una magnitudo locale pari a 4.3, con epicentro individuato a circa 7 chilometri a ovest di Pisa e a una profondità ipocentrale contenuta di appena 8 chilometri. Proprio la ridotta profondità e la vicinanza ai centri abitati hanno reso il movimento tellurico percepibile in modo particolarmente nitido anche nelle province limitrofe.

L’evento ha provocato immediata apprensione tra i cittadini: in pochissimi minuti il centralino del Numero Unico Regionale per le emergenze 112 è stato preso d’assalto da centinaia di chiamate di residenti in cerca di notizie e rassicurazioni. Negli uffici, nelle abitazioni e negli esercizi commerciali del capoluogo pisano e dei comuni vicini molte persone si sono riversate in strada a scopo precauzionale per timore di nuove scosse.

Il sistema di protezione civile regionale e le autorità locali si sono subito attivati per il monitoraggio della situazione. In alcune strutture e stabili della zona sono state avviate evacuazioni temporanee in via precauzionale. L’INGV, ovvero l’Istituto Nazionale di Geofisica e Vulcanologia, ha pubblicato un report che dice: “Un terremoto di magnitudo Richter ML 4.3 è stato registrato dalle stazioni della Rete Sismica Nazionale alle ore 10:15 italiane del 4 agosto 2026, 6.7 km a sud – ovest di Pisa, ad una profondità di circa 8 Km. Nell’ora successiva al terremoto sono state registrate 5 repliche, tutte di magnitudo inferiore a 2.0″.

E poi ancora: “La zona interessata da questo terremoto è caratterizzata da pericolosità sismica media, come testimoniato dalla Mappa della pericolosità sismica del territorio nazionale (MPS04) e dai forti terremoti avvenuti in passato”.

Al momento non risultano esserci importanti conseguenze a persone o cose, ma solo un grande spavento.

Milano, agosto 2026 – Per milioni di risparmiatori italiani, decidere come gestire il proprio patrimonio resta una delle scelte più delicate e meno affrontate con consapevolezza. Nel dibattito pubblico sulla gestione del risparmio si tende spesso a ridurre il valore di un percorso di investimento alla sola performance di breve periodo, trascurando altri fattori che nel tempo incidono in modo altrettanto rilevante sui risultati. 

La ricerca accademica e la pratica professionale indicano che il contributo di una consulenza qualificata non si misura tanto nella capacità di anticipare i mercati, quanto in una serie di interventi che possono migliorare la gestione complessiva del patrimonio nel tempo. 

In assenza di una guida strutturata, chi investe resta esposto alle proprie reazioni emotive, che in alcuni casi possono portare a scelte poco razionali nei momenti meno opportuni. La consulenza finanziaria indipendente si propone come un filtro razionale, capace di tradurre la complessità dei mercati in un percorso più lineare, in cui le decisioni sono guidate da un metodo definito piuttosto che dall’emotività del momento. 

Perché un percorso di pianificazione patrimoniale possa funzionare nel tempo, è importante che il rapporto tra investitore e consulente si fondi su un livello elevato di trasparenza. Questo aspetto tende a essere più delicato nel modello di distribuzione bancario e assicurativo tradizionale, dove operatori e promotori, pur qualificati, agiscono anche come soggetti che collocano i prodotti dell’istituto per cui lavorano, generando in alcuni casi una sovrapposizione tra l’interesse del cliente e quello commerciale dell’intermediario. 

La direttiva europea MiFID II ha introdotto obblighi di trasparenza più stringenti sui costi totali dell’investimento, richiedendo comunicazioni ex-ante ed ex-post dettagliate. Resta tuttavia diffuso, nel canale bancario, il meccanismo delle retrocessioni (inducements): commissioni che le società di gestione riconoscono all’intermediario che colloca il prodotto. Questo meccanismo, di per sé lecito e regolamentato, può in alcuni casi generare un incentivo a proporre gli strumenti più remunerativi per la rete distributiva, non necessariamente i più efficienti per il risparmiatore. 

Il modello di consulenza finanziaria indipendente, basato sulla formula fee-only, riduce questo tipo di sovrapposizione: il professionista non percepisce provvigioni o commissioni di collocamento dai gestori dei prodotti consigliati, ma riceve un compenso concordato direttamente con il cliente. In Italia questa figura è regolamentata: il consulente finanziario autonomo, così come le società di consulenza finanziaria (SCF), devono essere iscritti in un’apposita sezione dell’Albo unico dei Consulenti Finanziari, gestito dall’OCF (Organismo di vigilanza e tenuta dell’Albo) sotto la vigilanza della CONSOB. L’iscrizione è verificabile pubblicamente sul portale dell’organismo di vigilanza, il che consente al risparmiatore di controllare in autonomia la natura e la regolarità del professionista a cui si rivolge. 

Uno degli effetti pratici di questo modello riguarda anche i costi di gestione. Alcuni prodotti a gestione attiva, o alcuni strumenti assicurativi più complessi, possono presentare costi complessivi sensibilmente più elevati rispetto a un portafoglio costruito con strumenti passivi come gli ETF, anche se si tratta di differenze da valutare caso per caso e non di una regola generale applicabile a tutto il mercato. Va inoltre ricordato che il TER (Total Expense Ratio) non esaurisce il costo totale di possesso di un fondo: spread denaro-lettera, costi di transazione ed eventuali commissioni della piattaforma incidono comunque sul rendimento netto. Sostituendo strumenti a gestione attiva con molti ETF passivi core, un consulente indipendente può contribuire a ridurre in modo significativo le spese correnti di portafoglio, con effetti che nel tempo si riflettono sul rendimento netto del cliente. 

Per comprendere il valore di un affiancamento professionale, può essere utile osservare la natura e la frequenza degli errori che i risparmiatori tendono a commettere quando operano in autonomia o si affidano a canali non pienamente allineati ai propri interessi. La finanza comportamentale, disciplina che studia l’interazione tra psicologia e decisioni economiche, ha documentato come le scelte in ambito finanziario siano spesso guidate da bias cognitivi ed euristiche che possono rivelarsi controproducenti. 

Tra i bias più studiati vi è l’avversione alle perdite (loss aversion), descritta dagli psicologi Daniel Kahneman e Amos Tversky, secondo cui il disagio provocato da una perdita tende a essere percepito come più intenso, a parità di importo, rispetto alla soddisfazione di un guadagno corrispondente. Questa asimmetria emotiva aiuta a spiegare un comportamento ricorrente, il cosiddetto panic selling: durante le fasi di correzione dei mercati, il timore della perdita può spingere alcuni risparmiatori a liquidare le proprie posizioni, trasformando in una perdita reale quella che sarebbe potuta restare una flessione temporanea. In modo speculare, nelle fasi di euforia dei mercati può manifestarsi il cosiddetto effetto FOMO (Fear Of Missing Out), che porta ad acquistare asset già saliti molto di prezzo. Ripetuto nel tempo, questo schema – comprare quando i prezzi sono alti e vendere quando sono bassi – tende a penalizzare in modo significativo il rendimento effettivo del risparmio accumulato. 

Accanto agli errori di natura emotiva, si osservano spesso alcune criticità strutturali nella costruzione dei portafogli fai-da-te o proposti da alcuni canali di distribuzione tradizionali: la concentrazione eccessiva su singoli titoli o mercati geografici, spesso legata al cosiddetto home bias, cioè la tendenza a investire prevalentemente nel proprio Paese; l’acquisto di prodotti finanziari complessi o poco trasparenti, di difficile comprensione per un non addetto ai lavori; l’impatto di costi di gestione impliciti e commissioni di ingresso o di performance, che in alcuni casi possono assorbire una parte rilevante dei rendimenti generati dai mercati. 

In questo contesto, la figura del consulente finanziario autonomo può svolgere un ruolo utile: attraverso un’analisi del portafoglio esistente, il professionista è in grado di individuare costi non evidenti e proporre una riorganizzazione degli strumenti meno efficienti. L’affiancamento non riguarda solo l’aspetto tecnico: aiuta anche il cliente a riconoscere i propri automatismi emotivi, riducendo la probabilità di errori che, nel tempo, possono incidere sulla stabilità economica di un nucleo familiare. 

Oltre ai costi e ai rendimenti, esiste una dimensione meno misurabile ma altrettanto rilevante, legata alla serenità con cui si affrontano le proprie scelte finanziarie. Monitorare costantemente l’andamento dei mercati o vivere con il dubbio di aver preso la decisione sbagliata può generare un livello di stress che si riflette sulla vita quotidiana, sul lavoro e sulle relazioni personali. 

La serenità finanziaria non deriva dall’eliminazione della volatilità dei mercati, un obiettivo tecnicamente non realistico, ma dalla capacità di conviverci grazie a un percorso di pianificazione strutturato. Quando un risparmiatore adotta un processo di pianificazione finanziaria orientato agli obiettivi – il cosiddetto goal-based investing – l’attenzione si sposta dalle oscillazioni di breve periodo al raggiungimento di obiettivi di vita concreti, ridefinendo il rapporto tra la persona e il proprio denaro. 

A differenza di un approccio basato su prodotti standardizzati e benchmark generici, la pianificazione orientata agli obiettivi parte dall’analisi dei flussi di cassa, della capacità di risparmio e delle scadenze personali, per costruire una strategia più aderente alle esigenze reali. Il patrimonio viene spesso suddiviso in orizzonti temporali distinti, ciascuno associato a uno scopo specifico: una riserva per le emergenze immediate, la pianificazione degli studi dei figli, l’integrazione della pensione o il passaggio generazionale della ricchezza. 

Sapere che ogni somma ha una destinazione definita, e che il portafoglio è costruito per attraversare le fasi di turbolenza di breve periodo, può aiutare il risparmiatore a delegare parte delle preoccupazioni operative, riducendo l’ansia legata alle performance di breve termine e permettendo di concentrarsi sulle proprie priorità personali e familiari. In questo senso, il valore della consulenza indipendente non si esaurisce nel rendimento ottenuto, ma comprende anche la riduzione degli errori comportamentali e un migliore allineamento delle scelte finanziarie agli obiettivi di vita.

Connected to a major high-voltage substation, the project is designed to provide fast-response frequency regulation and grid balancing services. The energy storage system can rapidly charge or discharge according to grid requirements, helping balance fluctuations in photovoltaic generation and electricity demand. 

By storing surplus solar power and releasing it when required, the project improves renewable energy utilization and strengthens the flexibility and reliability of the regional power system. It also provides additional balancing capacity as the Czech Republic continues integrating more renewable energy into its electricity network. 

Located on a former mining spoil site, the Modlany Energy Park demonstrates how previously unused industrial land can be redeveloped into productive renewable energy infrastructure. The integration of solar generation, battery storage and intelligent energy management creates a more flexible energy asset for the local region. 

The project highlights CNTE’s growing presence in the European utility-scale energy storage market and demonstrates the increasing demand for fast-response, high-safety battery storage solutions that can support renewable energy integration and grid stability. 

CNTE’s STAR T is a liquid-cooled containerized energy storage system developed for utility-scale applications, including frequency regulation, renewable energy integration and grid-side energy management. 

The system supports 1P charging and discharging, enabling rapid power response for frequency regulation and ancillary services. Its modular architecture supports one- to four-hour applications, allowing system configurations to be adapted to different project capacities and operating requirements.

FIRENZE – La direzione difesa del suolo e protezione civile della Regione Toscana, attraverso il Settore idrologico e geologico regionale, presenterà domani (4 agosto) all’Osservatorio permanente sugli utilizzi delle risorse idriche del Distretto dell’Appennino settentrionale il quadro aggiornato delle condizioni idrologiche regionali, elaborato sulla base dei dati della rete regionale idropluviometrica, freatimetrica e termometrica.

L’analisi evidenzia come le numerose ondate di calore e le temperature superiori alle medie climatiche registrate negli ultimi mesi non abbiano, al momento, determinato effetti significativi sulla disponibilità della risorsa idrica regionale. Le temperature di luglio, come già osservato nel mese di giugno, si sono mantenute ben al di sopra della media climatica 1991-2020 sull’intero territorio monitorato.

“Il quadro che presenteranno gli uffici regionali all’Osservatorio evidenzia una situazione complessivamente favorevole per la disponibilità della risorsa idrica regionale – sottolinea il presidente della Regione Toscana Eugenio Giani – Nonostante il forte stress termico, la disponibilità della risorsa idrica risulta complessivamente soddisfacente grazie alle abbondanti precipitazioni che hanno caratterizzato l’inverno e la tarda primavera. Anche i dati idrometrici e quelli relativi agli invasi confermano un quadro positivo che ci permette di affrontare questo periodo con maggiore serenità, pur mantenendo alta l’attenzione”.

“L’assenza di criticità al momento non deve però indurre ad abbassare la guardia – afferma il sottosegretario alla presidenza Bernard Dika – La stagione estiva non è ancora conclusa e l’evoluzione meteorologica delle prossime settimane potrebbe determinare condizioni differenti. Per questo rinnovo l’invito a tutti i cittadini, alle attività economiche e agli enti gestori a evitare sprechi e ad adottare comportamenti virtuosi orientati al risparmio idrico, contribuendo a preservare una risorsa preziosa e strategica per il territorio. Sarà inoltre importante dare piena attuazione alle indicazioni e alle raccomandazioni che emergeranno dalla riunione dell’Osservatorio permanente, strumento fondamentale per il monitoraggio e il coordinamento delle azioni necessarie a garantire un utilizzo sostenibile delle risorse idriche. Da una parte quindi come Regione Toscana siamo impegnati a promuovere un utilizzo corretto della risorsa idrica e un cambiamento culturale che ci renda il più possibile resilienti rispetto ai cambiamenti climatici in atto, dall’altra investiamo con convinzione sul recupero e la realizzazione  di invasi utili sia per l’agricoltura che per la protezione civile”.

La disponibilità della risorsa idrica risulta dunque, come evidenziato, complessivamente soddisfacente. La pluviometria di luglio mostra infatti, a scala regionale, un leggero surplus rispetto alla media degli ultimi trent’anni, mentre il confronto con i tre e sei mesi precedenti evidenzia un generale surplus di precipitazioni sulla quasi totalità dei bacini toscani. Solo alcune aree costiere presentano condizioni relativamente più deficitarie.

Anche i dati idrometrici confermano un quadro nel complesso positivo. Le portate dei corsi d’acqua non mostrano particolari peggioramenti rispetto ai mesi precedenti, con valori mediamente elevati nel bacino del Serchio e, in parte, dell’Arno.

Anche nei bacini del Cecina e dell’Ombrone grossetano, pur in presenza di valori leggermente inferiori ai deflussi minimi di riferimento nel mese di luglio, le portate risultano generalmente superiori a quelle registrate nello stesso periodo durante precedenti annate siccitose.

Una situazione analoga emerge dall’analisi degli invasi e delle acque sotterranee. Al 31 luglio 2026 l’invaso regionale di Bilancino conteneva circa 59 milioni di metri cubi d’acqua, con una percentuale di riempimento pari all’85%, sostanzialmente analoga a quella registrata nello stesso periodo del 2025, anno non caratterizzato da condizioni di siccità.

Anche l’invaso di Montedoglio presenta livelli in linea con quelli dello scorso anno, mentre per le falde la disponibilità della risorsa è giudicata nella norma, senza particolari criticità e con livelli piezometrici generalmente più elevati rispetto alle precedenti annate siccitose.

Le situazioni localmente più sensibili interessano alcune aree dell’Alto Valdarno, del bacino del Cecina, della costa livornese e della zona di Migliarino-Torre del Lago.
