                <title>Cambio di destinazione d&#8217;uso per gli impianti termali, è giallo sul parere della Soprintendenza</title>

                <description><![CDATA[<p>MONTECATINI &#8211; Nuovo polverone a Montecatini Terme sul futuro del patrimonio termale e sulle ipotesi di un cambio di destinazione d&#8217;uso degli storici stabilimenti. A sollevare il caso è <strong>il consigliere comunale Alessandro Sartoni</strong> che, attraverso una formale interrogazione scritta indirizzata al sindaco e al presidente del consiglio comunale, chiede chiarimenti immediati su una vicenda che rischia di intrecciarsi pesantemente con<strong> le procedure di vendita del compendio e con i vincoli di tutela dell&#8217;Unesco.</strong></p>
<p>Al centro dei rilievi del consigliere ci sono le indiscrezioni giornalistiche che da mesi rimbalzano sulla stampa locale riguardo a una possibile svolta per i complessi <strong>Excelsior, Leopoldine, La Salute e Istituto Grocco</strong>. Nei resoconti si faceva riferimento a un parere positivo che la Soprintendenza archeologica per le belle arti avrebbe già rilasciato per consentire la trasformazione delle strutture in complessi ricettivi di lusso. Sartoni ha però deciso di muoversi per vie ufficiali, esercitando il diritto di accesso agli atti per verificare lo stato dei fatti. <strong>La risposta arrivata dagli uffici municipali ha però aperto un giallo: “L’ufficio non è a conoscenza di pareri rilasciati dalla Soprintendenza per gli stabilimenti La Salute, Leopoldine e Grocco.”</strong></p>
<p>Davanti a questa discrepanza, l&#8217;esponente dell&#8217;opposizione chiede al primo cittadino se le notizie pubblicate rispondano al vero o se si tratti di &#8220;libere ed errate interpretazioni giornalistiche o della realtà dei fatti&#8221;, citando testualmente i passaggi dei quotidiani in cui si parlava del &#8220;parere favorevole della Soprintendenza alle belle arti di Lucca, un via libera ottenuto nel massimo rispetto della normativa vigente&#8221;. <strong>La questione, per Sartoni, ha un peso economico enorme: l&#8217;eliminazione del vincolo legato a un termalismo tradizionale aumenterebbe l&#8217;appetibilità degli immobili per gli investitori privati,</strong> ma ne modificherebbe radicalmente il valore di mercato. Da qui la richiesta di sapere se l&#8217;aspetto sia stato segnalato al commissario liquidatore e se verrà predisposta una nuova perizia valutativa per aggiornare le cifre della base d&#8217;asta.</p>
<p>Il secondo fronte di preoccupazione riguarda lo status di Montecatini quale sito patrimonio mondiale dell&#8217;umanità. Il consigliere evoca le dichiarazioni passate del sindaco, il quale aveva annunciato che “vigilerà perché non vi sia un altro cubo nero come a Firenze”, e incalza la giunta sulla <strong>necessità di proteggere l&#8217;integrità del sito</strong>. Sartoni chiede se siano state informate le strutture di gestione dell&#8217;Unesco e se sia stato predisposto il necessario studio preventivo previsto dalle linee guida internazionali per ogni progetto di sviluppo o variante urbanistica: &#8220;L’<strong><em>Heritage impact assessment</em> </strong>(Hia) è uno strumento cruciale per valutare gli effetti potenziali delle nuove proposte di sviluppo o dei progetti esistenti sui siti Unesco, come sottolineato nelle Operational guidelines del 2021&#8243;.</p>
<p>L&#8217;interrogazione mira infine a scoprire se queste ipotesi di trasformazione alberghiera — indicate come uno dei motivi del costante rinvio dei bandi di vendita — siano state formalmente comunicate al ministero della cultura prima del vertice romano dello scorso marzo con i funzionari internazionali.</p>

<p> Milano, 25 Giugno 2026. Nel risiko della diversificazione patrimoniale, c&#8217;è un asset class che l’attualità ha riportato sotto i riflettori: l&#8217;immobiliare commerciale. Dopo anni in cui l&#8217;e-commerce sembrava averne eroso il valore, il retail di qualità è tornato a essere uno dei comparti più ricercati dagli investitori, italiani e internazionali. </p>

<p>I numeri parlano chiaro. Nel 2025 il settore retail ha registrato in Italia investimenti per oltre 3,3 miliardi di euro, in crescita di circa il 27% sull&#8217;anno precedente: la miglior performance di sempre, trainata in particolare dall&#8217;ultimo trimestre. A guidare la riscossa non sono i grandi centri commerciali di periferia, ma soprattutto l&#8217;high street, i negozi affacciati sulle vie più prestigiose dei centri storici. </p>

A Roma, l&#8217;asse tra Via dei Condotti e Via del Corso unisce flussi turistici record e una clientela globale, rendendo gli spazi commerciali del centro un bene scarso e conteso. </p>

<p>Per un investitore, un immobile commerciale di pregio in queste posizioni ha tratti che lo avvicinano a un bene rifugio: offerta limitata per definizione, conduttori solidi, spesso brand del lusso con contratti pluriennali e una tenuta del valore che poche altre asset class garantiscono nelle fasi di incertezza dei mercati. </p>

<p>C&#8217;è poi un fattore che continua ad attrarre i capitali esteri: il prezzo. I canoni prime delle vie italiane restano competitivi rispetto ai grandi hub europei mentre i rendimenti si mantengono su livelli interessanti. In altre parole, Milano e Roma offrono asset di qualità paragonabile a quella delle principali capitali, ma a condizioni d&#8217;ingresso ancora favorevoli. </p>

<p>Individuare il negozio giusto, però, non è semplice come comprare un titolo. Il mercato dell&#8217;high street è poco trasparente: le operazioni migliori spesso non arrivano nemmeno sui canali pubblici, e la valutazione di un asset commerciale richiede competenze specifiche — analisi del flusso pedonale, solidità del conduttore, struttura del contratto di locazione, potenziale di rivalutazione. </p>

<p>Per questo chi vuole esplorare seriamente il comparto parte di solito da una mappatura professionale del mercato.                 <title>RDW: Dutch truck toll differs from other European toll systems</title>

Although many European countries already have similar systems, the Dutch approach differs on several points. The RDW warns that transporters who are not properly prepared risk fines or disruptions. </p>
<p> </p>
<p>&#8220;During our talks with foreign drivers, we noticed that they are not always fully aware of how the Dutch truck toll works,&#8221; says Jan Strijk, Toll Collection Director at the RDW. &#8220;Transporters often assume the system is the same as in other European countries, but that is not the case. These differences can lead to unnecessary problems on the road. It is therefore important to be well prepared before entering the Netherlands.&#8221; </p>
<p>The onboard unit (OBU) must always be switched on </p>
<p>In the Netherlands, the onboard unit must always be switched on, even on roads where there is no toll. This is different from countries like Germany, Czechia, Poland, Slovakia, Hungary and Bulgaria, where the OBU only must be switched on toll roads. Drivers are advised to check before departure that their OBU is functioning properly and that the indicator light is green, as a switched-off or malfunctioning device may result in a fine. </p>
<p>The Netherlands does not have a ticket system </p>
<p>The Netherlands does not have a system for payment of individual or one-off trips, such as in Germany. Every truck must have a working OBU provided by an authorised service provider. The RDW has authorised six internationally operating European Electronic Toll Service (EETS) providers and contracted one national provider. </p>
<p>Transporters should arrange an OBU before entering the Netherlands for the first time. If this is not possible, the national provider NedLinq offers pick-up points for OBUs at the border. An OBU can be collected here after a contract has been concluded online or on site. The NedLinq OBUs only work in the Netherlands. Go to www.nedlinq.nl for the exact locations.  </p>
<p>Limited number of exemptions  </p>
<p>The truck toll applies to all vehicles in categories N2 and N3 with a technical maximum mass of more than 3,500 kg, including trucks, delivery vans and certain pick-up trucks. Compared to countries such as Germany and Belgium, the Netherlands applies a very limited number of exemptions. Only specific vehicles are exempt, such as emergency service vehicles, defence vehicles and certain specialised vehicles. </p>

<p>Zero-emission vehicles: still subject to truck toll </p>
<p>Zero-emission trucks are also subject to the Dutch truck toll if they exceed 4,250 kg. While the rates for these vehicles are significantly lower than for more polluting trucks, they are not fully exempt as they may be in other countries, such as Germany and Belgium. In the Netherlands, only zero-emission trucks up to 4,250 kg are exempt. </p>
<p>Proceeds go back to the transport sector </p>
<p>A large share of the revenues from the truck toll in the Netherlands will be reinvested in the road transport sector through a revenue recycling system. For example through subsidies for zero-emission vehicles and charging infrastructure. By doing so the Dutch system directly supports the transition to cleaner road transport. </p>
<p>Be prepared before hitting the road </p>
<p>With the introduction of the truck toll, the Netherlands aligns with existing European toll systems. At the same time, the RDW emphasises that understanding the Dutch-specific rules is essential to avoid unexpected costs or disruptions. </p>

The Phase 2a study is designed to evaluate the safety, antiviral activity, pharmacokinetics, and clinical efficacy of adibelivir in patients with recurrent genital herpes. </p>

<p>For enterprises worldwide, &#8220;China Opportunity 2.0&#8221; represents comprehensive innovation-driven empowerment and high-return investment prospects, Chinese Premier Li Qiang said on Wednesday. </p>
<p>Li stressed the point after he said he had noticed that some have expressed anxiety over China&#8217;s advances in technology and industrial innovation, even promoting the narrative of a so-called &#8220;China Shock 2.0&#8221; that frames China&#8217;s development as a shock to the global economy. </p>
<p>&#8220;For global development, &#8216;China Opportunity 2.0&#8217; means broader access to advanced technologies and more widely shared development benefits,&#8221; he said. </p>
<p>The Chinese premier made the remarks at the opening plenary of the 17th Annual Meeting of the New Champions, also known as the Summer Davos, in northeastern China&#8217;s coastal city of Dalian. </p>
<p>Highlighting the four characteristics of China&#8217;s economy, Li said it has demonstrated stability, innovation, vitality and integration with the rest of the world at the beginning of the 15th Five-Year Plan period (2026-2030). </p>
<p>Li said innovation-driven development is key to China&#8217;s long-term economic resilience and steady growth, which have been underpinned by a stable environment and continuous innovation. </p>
<p>He stressed that the country&#8217;s innovation is earned through years of strengthening its own capabilities and relentless hard work. </p>
<p>The stability of the Chinese economy, Li said, has provided the much-needed certainty and served as an important &#8220;safe harbor&#8221; in an increasingly uncertain world. </p>
<p>To integrate into the global economy, China has also remained committed to actively expanding opening up, the premier added. </p>
<p>The country has granted zero-tariff treatment to 63 countries, while its imports have ranked second globally for 17 consecutive years. In the first five months of this year, imports rose by 20.5% year on year, significantly outpacing export growth. </p>
<p>During the event, multiple sessions are dedicated to unpacking China&#8217;s 15th Five-Year Plan and how the roadmap offers growth opportunities for partners worldwide. </p>
<p>From expanding pilot free-trade zones and building the Hainan Free Trade Port, to broadening market access in education, finance, healthcare and other sectors, China is steadily advancing institutional opening-up across rules, regulations, management frameworks and standards. </p>
<p>The numbers underscore that momentum. According to the Ministry of Commerce, the number of foreign-invested enterprises in China hit 533,000 by the end of 2025, marking an average annual increase of 4.5% from the end of 2020, while the country&#8217;s foreign direct investment stock neared $4 trillion at the same time with an average annual growth rate of 3.6% across the five-year span. </p>
<p>To stabilize and optimize foreign investment utilization, China this week issued a 15-measure action plan, which covers five broad areas: expanding market access, facilitating investment procedures, enhancing investment promotion, strengthening services and guarantees for foreign investment and improving foreign capital management. </p>
<p>For multinational corporations, the 15th Five-Year Plan period is widely seen as a golden window to deepen their presence in the Chinese market and enhance global industrial cooperation. </p>
<p>&#8220;China&#8217;s market is irreplaceable,&#8221; Wu Chun, the managing partner for China at Boston Consulting Group, a US-headquartered global consultancy, told media on the sidelines of the Davos event. </p>
<p>Wu said multinationals are gaining strong impetus for innovation and expansion from China&#8217;s vast consumer market, ever-evolving industrial demands and local consumers&#8217; readiness to adopt emerging technologies and novel products. </p>
<p>Under the theme &#8220;Innovating at Scale,&#8221; the three-day event is gathering over 1,700 participants from over 90 countries and regions. </p>
<p>In his Wednesday address, Li concluded by calling on global businesses to seize the opportunities China has offered through its own development. </p>

<p>A few taps on a smartphone, and the wheat is sold. </p>
<p>This summer, Wang Xiugang, a farmer in Xiajin County of Dezhou City, east China&#8217;s Shandong Province, no longer had to spend hours waiting in line at a grain collection station. Through a mobile app, he could book a delivery time, check the prices, track quality inspection results and complete the entire selling process – from weighing to payment – in about 30 minutes. </p>
<p>The shift from queuing in person to selling grain at one&#8217;s fingertips offers a glimpse into China&#8217;s steadily advancing agricultural modernization. </p>
<p>For Chinese President Xi Jinping, agriculture, rural areas and farmers have long remained a top priority in governance. During an inspection tour in Dezhou on Wednesday, Xi stressed that agricultural and rural modernization is vital to China&#8217;s broader modernization drive and called for concrete measures to strengthen the sector. </p>

Securing the nation&#8217;s rice bowl<br />
 </p>
<p>&#8220;Ensuring a stable supply of grain and other important agricultural products is the top priority of agricultural production,&#8221; Xi said while visiting farmland in Dezhou. </p>
<p>His remarks carry particular significance in a city often described as one of China&#8217;s key grain baskets. Although it occupies just over 10,000 square kilometers, Dezhou contributes more than one kilogram out of every 100 kilograms of grain produced nationwide. </p>
<p>In recent years, Dezhou has become a testing ground for boosting agricultural productivity. Launched in 2021 by Dezhou City to advance national food security, the &#8220;Dunbanliang&#8221; initiative is a high-yield agricultural program that aims to produce over 1.5 metric tonnes of grain per Chinese mu (approximately 0.0667 hectares). Two years later, Dezhou built the country&#8217;s first one-million-mu &#8220;Dunbanliang&#8221; demonstration zone. </p>
<p>The gains have been driven by high-standard farmland, upgraded irrigation systems, improved seed varieties and integrated water-and-fertilizer technologies. By 2025, farmland meeting the &#8220;Dunbanliang&#8221; benchmark had expanded to 1.58 million mu in Dezhou. </p>
<p>The effort is part of a broader national push. More than 90% of China&#8217;s summer grain harvest has been completed this year, with another bumper harvest largely secured. </p>

Turning harvests into better lives<br />
 </p>
<p>Yet producing more grain is only part of the story. </p>
<p>For many farmers, challenges begin after the harvest. Limited drying space, storage losses and fluctuating market prices can all eat into earnings. </p>
<p>In Wucheng County, also in Dezhou, local authorities have introduced a &#8220;grain bank&#8221; model to address these concerns. Farmers can store grain, have it professionally dried and choose when to sell, helping reduce losses and improve returns. </p>
<p>The initiative underscores a broader vision behind China&#8217;s drive for agricultural and rural modernization. The goal is not merely to boost agricultural output, but to advance rural revitalization and ensure farmers reap the fruits of modernization. </p>
<p>That goal was evident during Xi&#8217;s tour. </p>
<p>At the home of villager Yu Xinhu in Xiyujia Village, Xi sat down with the family and asked about their daily lives, their jobs and income, the health of elderly family members, and the children&#8217;s education. The questions highlighted a key measure of rural development: whether farmers are seeing tangible improvements in their lives. </p>
<p>In Xiyujia Village, those improvements are becoming increasingly visible. Through integrated development of e-commerce, tourism and cultural industries, it has helped more than 3,000 nearby residents share development opportunities. A livestreaming center generates about one million yuan in annual collective village income, while educational tourism programs attract more than 20,000 visitors each year. </p>
<p>As Xi told villagers before leaving, the ultimate goal of modernization is to meet people&#8217;s aspirations for a better life. The ultimate success of a bumper harvest lies not only in the grain it produces, but in the prosperity and opportunities it brings to those who grow it. </p>
